Hojo Akira is the head of the Hojokai, a yakuza gang whose territory is in the Roppongi area. One day, Hojo, accompanied by gang member Tashiro, plans to blackmail Representative Sakura using scandalous photos. They visit his office, but are chased away by a man with a menacing appearance, which is unusual for a politician’s secretary.
